What is a certificate of driver’s license issuance
A certificate of driver’s license issuance is an official document of the LEPL “Service Agency” of the Ministry of Internal Affairs of Georgia, which confirms that a driver’s license has been issued in the name of a specific person, and contains complete information from the driver’s license issuance register: categories, dates of issue, validity periods, and restriction codes.
The certificate is issued as an electronic document with a qualified electronic stamp. Any agency or private individual can verify its authenticity on the official website of the Service Agency of the Ministry of Internal Affairs of Georgia using the document number and date of issue — a printout of the electronic document is recognized as its copy.
What information does the certificate contain
- driver’s license series and date of issue;
- all open categories and subcategories (A, A1, AM, B, B1, BE, C, C1, C1E, CE, D, D1, D1E, DE) with the date of issue and validity period for each;
- restriction codes — for example, code 01.06 (driving only with glasses or contact lenses) or code 70 (license issued in exchange for a foreign state driver’s license, indicating the number and country of issue);
- information about the suspension or termination of the right to drive vehicles (or a note about the absence of such records);
- owner’s date of birth, date of certificate issuance, qualified electronic stamp, and official’s data.
When is such a certificate needed
- exchange of a Georgian driver’s license for a national license of another country;
- confirmation of driving experience for insurance companies (bonus-malus calculation) and employers;
- consular and immigration procedures where confirmation of driving rights is required;
- employment as a driver abroad (especially for categories C, D and their subcategories);
- replacement of a lost or damaged license;
- court and administrative proceedings.
Our practice: a real example of obtaining
In June 2025, we obtained such a certificate for our client completely remotely — without his travel to Georgia. By power of attorney, we contacted the service center of the Service Agency of the Ministry of Internal Affairs of Georgia (Tbilisi, Tsiteli Khidi Highway, 21st km) and received the electronic document with a qualified electronic stamp on the same day.
The peculiarity of this case: the client’s driver’s license was issued in Georgia in exchange for a foreign state’s license (code 70 — the certificate indicates the number of the previous license and the country of issue). The certificate confirmed the full list of categories — from A to DE — with issue dates and validity periods for each, as well as the absence of records in the database regarding the suspension or termination of the driving right.
The document was then translated from Georgian into Russian by a translator of the legalization and apostille service, and the physical copy of the electronic document was certified by an authorized official of the Agency. In this form, the certificate is accepted by authorities of other countries; if necessary, an apostille can be affixed to it.
How to order a certificate remotely
